Building on the findings from the first stage ‘Preliminary Urban Design Analysis,’ which established a high-level conceptual strategy and vision for the study area, SJB was engaged to undertake the second stage of the ‘St Leonards and Crows Nest Urban Design Study’ on behalf of the NSW Department of Planning and Environment.
The objectives for the project are closely aligned with the directions outlined in the North District Plan (GSC 2018), which identifies the St Leonards and Crows Nest Station Precinct as a ‘Strategic Centre, Health and Education Precinct and Collaboration Area’. A primary focus is to investigate how to deliver the job targets proposed by the North District Plan whilst responding to the existing character and place established within the area.
The project has been approached as an iterative design process, which has undergone continual refinement through rigorous testing, as well as consultation and visioning workshops with various stakeholders, to ensure a collaborative, place-based approach. A draft plan illustrates a unified and over-arching plan for the study area. It combines and distils the actions and directions in a series of framework plans under the key themes of environment, public domain and community; movement and access; land use and activity; and built form.
The stage 2 findings and recommendations have informed the ‘St Leonards and Crows Nest 2036 Draft Plan’ report, prepared by the DPE and exhibited for public feedback from October 2018.
